When it is considered initially impracticable by the Bids and Purchases Committee to prepare a purchase description complete with specifications and precise scope of work or services to support an award based on price, an invitation for proposal may be issued requesting the submission of unpriced offers to be followed by an invitation for proposals complete with cost and pricing information limited to those offerors whose offers have been qualified under the criteria as set forth in the first solicitation.
