When it is determined that unlimited solicitation may jeopardize sensitive operations, a limited solicitation shall be authorized with such competition as practicable under the circumstances. Unless authorized otherwise by the Mayor, sensitive procurement shall be limited to legal services for the attorney’s office and certain goods or services for the Police Department. In all such cases, the person seeking the procurement must seek the approval of the Mayor or authorized designee prior to ordering.
