This subchapter applies to contracts for the procurement of supplies, services and the construction entered into by the town after the effective date of this subchapter unless the parties agree to its application to contracts entered into prior to the effective date. It shall apply to every expenditure of public funds regardless of the source of funds. The provisions of this subchapter shall also apply to the disposal of surplus or excess town supplies or equipment.
