§ 30.053 HOW OFTEN MEMBERS MAY SPEAK.
   No Council member shall speak a second time on the same question until every member desirous of speaking shall have spoken; and no member shall speak more than twice on the same question without leave of Council, except to submit an explanation, nor shall he or she speak at any time longer than ten minutes.
