Every member, when about to speak, shall raise his or her hand and address the Mayor as “Mr. or Ms. Mayor” but shall not proceed with his or her remarks until recognized and named by the Mayor. In speaking, he or she shall avoid any disrespect to the Council and all personalities and shall confine himself or herself to the question under consideration. In the absence of the Mayor, the presiding officer shall be addressed as “Mr. or Ms. Chair.”
