It shall be unlawful and a violation of this subchapter for any person or persons to tamper with or change any water meter, or to make any connection to the system, without written permission, or to reconnect service when it has been discontinued for nonpayment of a bill for service, until such bill has been paid in full, including the disconnection and reconnection fee.
