(A) For the purpose of providing for the cost of the management, maintenance, operation and repair of the waterworks system, including the distribution system piping, source water supply, treatment system and for the enlargement or replacement of the systems and the payment of any debt incurred for the construction thereof, there is hereby levied and assessed a user charge upon each lot or parcel of land within or without the town on which a building, commercial, industrial, institutional or residential is located, which is connected either directly or indirectly to the waterworks system of the town to commence and be collected monthly as other utility bills of the town.
(B) The monthly user charge shall be calculated on the volume of water used directly or indirectly from the waterworks system and for ease shall be measured by the water used by each user as shown by the water meter readings. All water passing through the meter shall be presumed, used and charged for.
