1232.05 STAY OF PROCEEDINGS.
   An appeal shall stay all proceedings in furtherance of the action appealed from, unless the Zoning Enforcement Officer legally certifies to the Board of Zoning and Building Appeals after the notice of the appeal has been filed, that by reason of facts stated in the permit, a stay would, in his or her opinion, cause imminent peril to life or property. In such case, proceedings shall not be stayed other than by a restraining order, which may be granted by the Board or by a competent court having lawful jurisdiction.
