1232.04 NOTICE OF PUBLIC HEARING.
   (a)   Public notice of the public hearing shall be given to the parties making the request for the appeal and to all record title holders of property that are immediately adjacent, adjoining, abutting, or directly across the street from the property to which such appeal relates.
   (b)   The property owner requesting the appeal shall submit the names and addresses of all record title holders to be notified as required in division (a) of this section to the Secretary of the Board of Zoning and Building Appeals at the time the appeal is filed. The Secretary shall mail the notice to each of the record title holders, setting forth the date in which the Board of Zoning and Building Appeals will consider the request.
   (c)   Further notice shall be given in one or more newspapers of general circulation in the City.
   (d)   All notices shall be made at least ten days before the date of the public hearing. All notices shall set forth the time, place and nature of the public hearing. Failure of delivery of such notice shall not invalidate action taken on such application.
