(a) There is hereby adopted by reference the study submitted by Dr. Alan Weinstein as a Park and Recreational Facilities Plan, a copy of which is on file with the Clerk of Council and a summary of which is attached to original Resolution R-28-96, passed December 23, 1996, as Exhibit A.
(b) The park fees set forth in Section 1242.06(c)(4) of the Subdivision Regulations have been established pursuant to this study and Plan for park and recreational facilities in anticipation of the reasonable growth of the population and future needs.
