Unless otherwise extended by the Director of Public Service, all permits shall be effective for a maximum period of thirty days. All work by a permit holder shall promptly be commenced and performed without unnecessary and undue delay. No excavation, trench or other opening shall be allowed to remain in an open condition for any period longer than is reasonable and necessary to expeditiously complete the required work.
