Section 1.   Methods.
   This Charter may be amended by either of two (2) methods. The Council may, by an affirmative vote of at least two-thirds (2/3) of the membership of the legislative authority, submit to the electors any proposed amendment or amendments to this Charter; or upon petition signed by not less than ten percent (10%) of the electors of the City of Avon setting forth any proposed amendment or amendments to this Charter, the Council shall forthwith submit such proposed amendment or amendments to the electors in accordance, in each instance, with the provisions of the Constitution of Ohio now or hereafter in effect. The Council shall determine the manner of submission of any proposed amendment or amendments to the electors to the extent that such submission is not governed by this Charter or the Constitution of the State of Ohio.
   If any such proposed amendment or amendments shall be approved by a majority of the electors voting thereon, it or they shall become a part of this Charter, except that if two (2) or more inconsistent proposed amendments on the same subject matter shall be submitted at the same election, only the one (1) such amendment receiving the largest majority of affirmative votes cast shall become part of this Charter.
   As used in this Article XII, "electors" shall mean the registered voters of the Municipality. For purposes of determining the number of signatures required under this Article XII, reference shall be made to the number of electors registered on the date of the last November election preceding the filing of the petition, as certified to the Municipality by the Lorain County Board of Elections.
