   For the purposes of this Planning and Zoning Code, the Zoning Administrator shall have the following powers and duties:
   (a)   Enforce the provisions of this Code and interpret the meaning and application of its provisions.
   (b)   Issue zoning permit approval as provided by this Code and keep a record of same with a notation of any special conditions involved.
   (c)   Review for completeness all applications upon which the Zoning Administrator is authorized to review, including amendments to the Code, site plan review, conditional uses, variances, and appeals, by the provisions of this Code.
   (d)   Maintain any records required by this Code, including inspection documents, and records of all variances, amendments, conditional uses, and similar use determinations.
   (e)   Make such records available for the use of Council, the Planning Commission, the Zoning Board of Appeals, and the public.
   (f)   Conduct or cause the inspection of buildings and uses of land to determine compliance with this Code and, in the case of any violation, to notify in writing the person(s) responsible.
   (g)   Determine the existence of any violations of this Code and cause such notifications, revocation notices, stop orders, or tickets to be issued, or initiate such other administrative or legal action as needed, to address such violations.
