(a) Establishment. The Planning Commission may recommend to Council the appointment of architects to aid in the review of development proposals according to Section 1217.03.
(1) Primary Architect. One architect, registered in the State of Ohio, shall be designated as the primary architect.
(2) Alternate Architects. Two additional architects, each registered in the State of Ohio, shall be designated as alternates to the primary architect and such alternate architects shall perform the duties of the primary architect as necessary and when requested.
(b) Powers and Duties. For the purposes of this Planning and Zoning Code, the City Architect shall review and make recommendations on all site plans if forwarded by the Zoning Administrator pursuant to all applicable standards and regulations.
(c) Conflict of Interest. In the event the architect has an economic interest, or any other conflict of interest in a proposed project, one of the alternate architects shall be designated by the Chair of the Planning Commission.
