254.02 REPRESENTING PRIVATE INTERESTS BEFORE CITY AGENCIES.
   No elected or appointed City official or employee whose salary is paid in whole or in part from the City Treasury shall appear on behalf of private interests before any agency of the City. However, a member of Council may appear without compensation on behalf of constituents or in the performance of public or civic obligations. No person serving the City without compensation shall appear, either directly or indirectly, on behalf of private interests in matters involving the agency which he or she serves or before any agency of the City affecting matters involving the agency in which he or she serves. This section is not intended to prohibit appearances in the Avon Lake Municipal Court on matters in which the City or any agency thereof is not a party.
