§ 51.04 SECONDARY SERVICE CONDUCTORS.
   (A)   For overhead conductors, the customer shall furnish and install, at his or her own expense, an appropriate service entrance composed of weatherhead, conduit, meter base and service center panel. The conduit and weatherhead shall be arranged high enough either on the side of the building or on top of the building to provide at least 13 feet of ground clearance for the overhead service in yard areas, and at least 18 feet of ground clearance over streets and alleys. All weatherheads shall have their leads extend at least 18 inches beyond their face plates for connecting the overhead service by the utility.
   (B)   The meter base furnished by the utility and installed by the customer shall be located in an accessible location in the service entrance approximately 60 inches above the ground for meter reading purposes.
   (C)   All customer service center panels shall have a main circuit disconnect of sufficient capacity that one disconnect fusing or breaker device can interrupt all the electric service in one operation.
   (D)   The utility shall furnish and install to the nearest point on the customer’s building, at the utility’s expense, overhead secondary service conductors if the service voltage is 120/240, single or three-phase of 200 or less amperes per phase, and not longer than 100 feet into the customer’s property. Should the secondary overhead service require a pole to support it due to some reason in connection with the customer’s property, the utility will furnish and install the pole, the cost of which the customer will be billed and shall pay for as a non-refundable contribution to the construction of the overhead secondary service.
   (E)   For all overhead secondary services at voltages above the 120/240 range, and/or more than 200 amperes per phase, the utility will furnish and install the service, the cost of which the customer will be billed and shall pay for as a non-refundable contribution to the construction of the overhead secondary service.
