§ 35.01 ORDINANCE VIOLATIONS BUREAU ESTABLISHED; CIVIL PENALTIES.
   (A)   An Ordinance Violations Bureau is hereby established for the town, pursuant to I.C. 33-6-3 et seq.
   (B)   The Clerk-Treasurer is hereby designated as the Violations Clerk for the Ordinance Violations Bureau.
   (C)   The following shall constitute the schedule of code provisions of the town that are subject to admission of violation before the Violations Clerk, and the amount of civil penalties to be assessed a violator who elects to admit a violation under this chapter.
      (1)   For violation of Chapters 73 and 75 of this code, the same regulating parking in certain areas in the town, any person, firm or entity violating the chapters pertaining to parking restrictions shall be subject to a fine of $30, provided, however, that the person, firm or entity may settle or compromise a claim against him, her or them for the illegal parking by paying to the Ordinance Violations Bureau at the Town Hall the sum of $5 for each illegal parking violation within ten business days of the time the alleged offense was reportedly committed.
      (2)   For violation of Chapter 91, the same relating to the keeping and care of animals generally within the town, the following civil penalties shall apply:
         (a)   For the first violation of § 91.02, relating to animals running-at-large, there shall be a $10 fine. However, if the fine is paid at the Ordinance Violations Bureau at the Clerk-Treasurer’s office in the Town Hall on or before two business days from the date the offense is committed, then the fine shall be reduced to the sum of $5.
         (b)   For the second and subsequent violations of § 91.02 there shall be a fine of $25. However, if the offending party pays the fine on or before two business days from the date the offense is committed at the Ordinance Violations Bureau in the Town Hall, then in that event the fine shall be reduced to the sum of $15.
         (c)   For any violation of § 94.16, relating to public nuisances, there shall be a fine of $25 for each violation, and each 24-hour period that the public nuisance is not abated is to be considered a separate violation of this chapter. In the event, however, that any person, firm or entity in violation of pays the fine on or before two business days from the date the offense is committed at the Ordinance Violations Bureau in the Town Hall, then in that event the fine shall be reduced to the sum of $10.
