(A) The Town Clerk-Treasurer shall, during the sessions of the Council, be governed by the rules and generally perform the duties of the recording officer of deliberative or legislative assemblies, so far as may be applicable. He or she shall keep a record of the proceedings of the Council, which shall contain entries of all the official acts, doings, and proceedings of the Council. He or she shall draw all orders or warrants upon the treasury of the town in accordance with applicable state statutes. He or she shall attest each ordinance when adopted and signed by the President. He or she shall record all ordinances within a reasonable time after their adoption by the Council in a book kept for that purpose, noting in the minutes of the meeting when the same was passed. He or she shall keep a register of all accounts and claims against the town, which, after being allowed by the Council, shall be properly classified and copied in a book, or to an electronic media, kept for that purpose. He or she shall properly file every paper or document presented to the Council by any member or other person after making proper endorsement thereon and shall keep a record, in written or electronic form, of a full account of all the expenditures of the Town Council as shown by the orders issued on the Treasury or otherwise, and also an account of all the receipts from taxes, licenses, permits or otherwise, and shall at the end of each fiscal year publish an abstract thereof in the manner provided by law. He or she shall discharge all other duties required of him or her by the Council pertaining to his or her office.
(B) The Town Clerk-Treasurer shall receive all monies due to and collected for the town and pay out the same only upon order of the Council properly drawn and attested.
