(A) There is hereby created the town Abandoned Vehicle Fund which shall be a revolving fund, and all moneys paid to the town for the cost of removal, storage and disposal of abandoned vehicles shall be placed in such fund and in no other place.
(B) Such fund shall also have added to it such moneys as may be appropriated by the Common Council and such moneys also shall not revert but shall remain in the Abandoned Vehicle Fund.
