(A) In the passage of all ordinances the number and title thereof, with the order date, shall be noted on the minutes and the "yeas" and "nays" shall be called by the Clerk-Treasurer, and the names of the members voting "yea" and "nay" respectively recorded by the Clerk-Treasurer.
(B) All ordinances shall be numbered, and shall be published, if required by law, unless an emergency is declared.
