§ 11.07  AMENDMENTS.
   Subd. 1.   The regulations, restrictions and boundaries set forth in this chapter may, from time to time, be amended, supplemented, changed or repealed; provided, however, that no such action may be taken until after a public hearing in relation thereto, at which parties in interest and citizens shall have an opportunity to be heard.  At least a ten-day notice of the time and place of the hearing shall be published in a newspaper of general circulation of the city.

   Subd. 2.   The Council may, from time to time, on its own motion, by recommendation of the Planning Commission, or on petition, after public notice and hearings, as provided by law and after report by the Planning Commission, to be made after the certification to it by the City Recorder, amend, supplement or change the district boundaries or regulations therein or subsequently established.  The Council shall consider the public health, safety and welfare and the aesthetic and historic value of the area.
