Subd. 1. Scope. The provisions of Chapters 7, 8 and 9 of this City Code relate exclusively to the streets, alleys and private roads in the city, and the operation and parking of vehicles refer exclusively to the operation and parking of vehicles upon such streets, alleys and private roads.
Subd. 2. Orders of a police officer. It is a misdemeanor for any person to willfully fail or refuse to comply with any lawful order or direction of any police officer invested by law with authority to direct, control or regulate traffic.
