Subd. 1. The provisions of Chapters 7, 8 and 9 of this City Code, applicable to the drivers of vehicles upon the streets, shall apply to the drivers of all vehicles including, but not limited to those owned or operated by the United States, this state or any country, city, town, district or any other political subdivision of the state, subject to the specific exemptions as may be set forth in Chapters 7, 8 and 9 of this City Code.
Subd. 2. Every person riding a bicycle or an animal or driving any animal drawing a vehicle upon a roadway shall be subject to the provisions of Chapters 7, 8 and 9 of this City Code, applicable to the driver of a vehicle, except those provisions which by their nature can have no application. Provisions specifically referring to bicycles shall be in addition to other provisions of these chapters applying to vehicles.
