§ 33.18  SANITATION FUND.
   (A)   The City Council does hereby establish a Sanitation Fund to receive revenue from the following sources:
      (1)   Tax levy appropriated to said Fund;
      (2)   Sale of “Sasco” garbage bags;
      (3)   Sale of recyclables;
      (4)   Dumpster fees;
      (5)   Large item pick-up; and
      (6)   Donations or grants.
   (B)   The Sanitation Fund hereby established shall be charged with the following expenses:
      (1)   Expenses administering said Fund;
      (2)   Expenses purchasing trash bags;
      (3)   Expenses involving landfill charges, wages in the collection and disposal of refuse, employee benefits for employees involved in the disposal of refuse, city equipment purchase or lease, maintenance of city sanitation equipment;
      (4)   Fuel cost associated with the operation of city disposal equipment;
      (5)   Insurance on equipment, liability insurance, and workers compensation insurance; and
      (6)   Other expenses related to the operation of the Sanitation Department.
   (C)   This section establishes the Sanitary Fund as perpetual. The Fund balance is non-reverting at year-end until terminated by the city.
