(A) The City Council hereby determines that it is the purchasing agency for the city.
(B) The City Council hereby designates the following persons to serve as purchasing agents for the city:
(1) Each elected city official; and
(2) Each department head or designated person within the department.
(C) Any purchase exceeding $100 must be approved by the Mayor prior to the purchase. Quotes should be obtained for items over $100.
