§ 150.62  BOARD OF APPEALS.
   (A)   Creation. There is hereby created a Board of Housing Appeals. The City Council will provide for the organization and maintenance of a Board of Housing Appeals. Said Board of Housing Appeals shall consist of five members to be appointed by the City Council.
   (B)   Terms of office. The appointed members shall be appointed for a term of three years, except that of the five members, the first appointed two shall be appointed for a term of one year, two for terms of two and one for a term of three years. Of the said appointed members, one may be a registered architect, one may be a registered engineer, and one may be a building contractor, and one may be knowledgeable in real estate affairs, and one of the public at large.
   (C)   Vacancy of Board. In the event of a vacancy, the City Council shall appoint a new member within 30 days with the same or like qualifications and who shall serve the balance of the unexpired term of the member.
   (D)   Rules and regulations. The Board of Housing Appeals may provide for rules and regulations to control their operation.
