(A) It shall be the duty of all persons owning, renting, or occupying any building premises, residence, vacant lot, or tract of land abutting on any public street, alley, or other public way within the city to maintain such premises in a reasonably clean and orderly manner and in a sanitary condition.
(B) No person shall store, place, or dispose of on such premises for a period longer than seven continuous days, any garbage, rubbish, or anything that is unclean, unsightly, unsanitary, a fire hazard, or offensive to the senses of users of any public way abutting such premises or to persons occupying neighboring properties.
