§ 93.25  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   DAMAGED/UNSAFE BUILDINGS. 
      (1)   For purposes of this subchapter, a building or structure, residential or commercial, or any part of a building or structure, that is:
         (a)   Rendered uninhabitable or untenable by flood, fire, age, or windstorm;
         (b)   In an impaired structural condition that makes it unsafe to person or property;
         (c)   A fire hazard:
         (d)   A hazard to the public health;
         (e)   A public nuisance;
         (f)   Dangerous to person or property because of a violation of an ordinance concerning building condition or maintenance; or
         (g)   Vacant and not maintained in a manner that would allow human habitation, occupancy, or use under the requirements of a statute or an ordinance.
      (2)   For the purposes of this subchapter:
         (a)   An unsafe building; and
         (b)   That tract of real property on which the unsafe building is located, are considered UNSAFE PREMISES.
   GARBAGE.  Food waste and refuse of similar nature.
   PERSON.  Human being, corporation, partnership, and unincorporated association.
   RUBBISH.  All nonputrescible waste such as ashes, cans, metal ware, glass, crockery, dirt, paper, wood, grass, and litter of any kind, including all combustible and noncombustible substances.
   WASTE MATERIALS.  All putrescible waste, including, but not limited to, garbage, household waste, industrial and construction waste, animal waste, dead animal, industrial refuse, and construction refuse.
