At any time, it shall be unlawful to permit any vehicle to stand in or on any part of the traveled portion of a street within the limits of the city, except adjacent to a place of business for the purpose of conducting business therein, adjacent to a church or school for the purpose of attending a session or meeting therein, or in compliance with the direction of a police officer or traffic signal.
