(A) Establishment. The position of Public Works Director is hereby established pursuant to the statutes of the state, including Neb. RS 17-604. The Public Works Director shall serve under the direction of the City Administrator, performing administrative work in directing all activities of public works; planning and organizing staff and directing the activities of several departments including water, sewer, wastewater, streets, parks, and cemetery. The Public Works Director shall administer planning, zoning, and floodplain requirements.
(B) Duties; responsibilities and powers. The duties, responsibilities and powers of the Public Works Director shall be the following:
(1) To oversee, confer with and advise department personnel on issues related to the design, construction, and maintenance of various projects/programs for the Water Department, Sewer Department, wastewater treatment plant, Streets Department, Parks Department, cemetery and other public works projects and structures;
(2) To plan, oversee, and review the activities of subordinates engaged in carrying out the several public works projects/programs including street construction, repair and cleaning, water system and sewer system, and wastewater treatment plant operation and maintenance;
(3) To review plans, engineering reports, and budget estimates submitted for proposed projects;
(4) To participate in the design of water, sewer, street improvements, storm sewer systems, and other municipal public works projects;
(5) To attend meetings of the Mayor and City Council, Planning Commission, Board of Zoning Adjustment, and various other boards as directed by the City Administrator;
(6) To provide information to the Planning Commission for determining issues related to subdivision development, planning and zoning amendments including information regarding requests for conditional use permits, and other information as requested by the Planning Commission, and to make appropriate public notices as required;
(7) To provide information to the Board of Zoning Adjustment to determine variance request applications as submitted, make appropriate public notices for submitted variance request applications, review and approve zoning permit applications, oversee and direct subordinate inspector, and review and recommend amendments in planning and zoning regulations; and
(8) To perform other duties and exercise other powers as may be delegated to the Public Works Director from time to time by the Mayor or City Administrator.
