§ 32.16  CITY ADMINISTRATOR; ESTABLISHMENT; DUTIES, RESPONSIBILITIES; AND POWERS.
   (A)   Establishment. The office of City Administrator is hereby established pursuant to the statutes of the State of Nebraska, including Neb. RS 17-604. The City Administrator shall act as an agent of the Mayor in the discharge of all duties, responsibilities and powers set forth in this chapter; and in the event the City Administrator shall be absent from the city, or is incapable of discharging those duties, responsibilities and powers for any reason, the Mayor shall so act during this absence or incapacity.

   (B)   Duties; responsibilities; and powers. The duties, responsibilities and powers of the City Administrator shall be:
      (1)   To serve as public relations officer of the city; to endeavor to investigate and adjust all complaints made or filed against the city and against any department, division, service, officer or employee thereof; and to cooperate with all community organizations whose aims and purposes are to advance the best interests of the city and its citizens;
      (2)   To administer, supervise, be responsible for and coordinate all departments, divisions and services of the city which are under the control and jurisdiction of the Mayor; provided, however, the office of City Physician shall not come under the administration and supervision nor under the responsibility of the City Administrator, although the City Administrator shall be available to assist that office in any administrative matter which may arise and the offices shall be available to assist the City Administrator in the discharge of the duties, responsibilities and powers of the City Administrator as set forth in this section;
      (3)   To analyze the functions, activities, duties and responsibilities of the various departments, divisions and services of the city and of all officers and employees thereof; to make recommendations respecting the same to the Mayor; and to administer any decisions made respecting those functions, activities, duties and responsibilities;
      (4)   To recommend to the Mayor the appointment and dismissal of all department heads, supervisors and subordinate employees of the city;
      (5)   To prepare and recommend to the Mayor a position classification and compensation plan respecting city officers and employees;
      (6)   To keep the Mayor fully advised as to the financial condition and needs of the city; to be responsible for and prepare the annual estimate of expenditures for presentation by the Mayor to the City Council prior to the time for the passage and adoption of the annual appropriation ordinance; and upon the adoption of the ordinance to properly administer and execute the same;
      (7)   To prepare and submit to the Mayor at the end of each fiscal year a complete report respecting the finances and administrative activities of the city for the preceding fiscal year which report shall include recommended short and long range improvements and any necessary facts to substantiate those recommendations;
      (8)   To exercise general supervision and control over all real and personal property and other public property of the city;
      (9)   To prepare and keep up-to-date an inventory of all real and personal property and other public property that the city owns or has an interest in, and to coordinate the purchase of all supplies, goods, services, wares, merchandise, equipment and material which may be required for the various departmental divisions and services of the city;
      (10)   To properly manage the affairs of the city, any department, division or service thereof, and any contract or obligation running to the city;
      (11)   To attend all regularly scheduled meetings of the City Council and those other meetings of the Council and city departments, divisions, services, boards, commissions, committees and officers as the City Administrator’s duties may require; to report at those meetings on any matter concerning city affairs; to recommend to the Mayor measures, resolutions and ordinances deemed necessary or expedient; and
      (12)   To perform other duties and exercise other powers as may be delegated to the City Administrator from time to time by the Mayor.
