Upon the Building Inspector’s approval of a permit concerning a building, structure or other improvement outside the fire zone, the City Clerk-Treasurer shall, within 48 hours, issue the permit. Only after approval of a permit concerning a building, structure or other improvement within the fire zone by both the Building Inspector and the Fire Chief, shall the City Clerk-Treasurer, within 48 hours, issue the permit. In no case shall work begin until a permit has been issued.
