Each application for a permit shall be filed in the office of the City Clerk-Treasurer and shall be referred to the Building Inspector who shall make an investigation and, if satisfied that no good cause exists why the work should not be done, approve the application and make due return thereof to the City Clerk-Treasurer. If the application is for a permit for work within the fire zone, the Fire Chief shall also investigate and submit findings to the Council. The Building Inspector shall review all floodplain development permit applications to determine if the site of the proposed development is reasonably safe from flooding and that all necessary permits have been received as required by federal and state law and the floodplain ordinance of the city.
