Pursuant to the statutes of the State of Nebraska, including Neb. RS 29-830 through 29-835, whenever the Building Inspector is refused permission to enter any building or structure being built or moved or believed to be under repair or alteration, the Inspector shall apply for, obtain and execute an inspection warrant; provided that in an emergency situation neither consent nor an inspection warrant shall be required.
