It shall be unlawful to locate a recreational vehicle occupied for more than 30 days within the city except within a municipal or a licensed campground; provided that a recreational vehicle may be occupied for construction projects during the period of construction. It shall be unlawful for the owner, or the agent of the owner, of any lot, tract or parcel of land within the limits of the city to allow or to permit the owner or occupants of any recreational vehicle to park that vehicle on the land in violation of this section.
