It shall be unlawful for any person to construct, maintain or operate any campground within the limits of the city without a valid permit issued by the City Clerk-Treasurer. No permit shall be transferable. Every person holding a campground permit shall give notice in writing to the City Clerk- Treasurer within 72 hours after having sold, transferred, given away or otherwise disposed of any interest in or control of any campground. This notice shall include the name and address of the successor in ownership or control of the campground.
