The public shall have the right to attend and to speak at public meetings. Except when in closed sessions, all or any part of a meeting may be videotaped, televised, photographed, broadcast or recorded by any person in attendance. The public body may make and enforce reasonable rules and regulations regarding the conduct of persons in attendance. There shall be no requirement that members of the public identify themselves as a condition for admission to the meeting, but there may be a requirement for those desiring to address the public body. The meeting place of a public body shall not be too small to accommodate the anticipated audience for the purpose of circumventing the public meetings law. No public meeting shall be held outside the State of Nebraska. The public body shall make reasonable efforts to accommodate the public’s right to hear the discussion and shall make available for the public at least one copy of all reproducible written material to be discussed at an open meeting.
