Pursuant to the statutes of the State of Nebraska, including Neb. RS 17-555, 17-557 and 17-557.01, the owner of any lot, piece or parcel of ground abutting any right-of-way on which a sidewalk has been constructed shall clear the sidewalk of all snow which has been deposited thereon either by forces of nature or by actions of man which can be physically removed by use of a shovel or other manual device. The owner shall clear the sidewalk within 24 hours after the snow is deposited, or, if the snow is deposited on a holiday or Sunday, by 6:00 p.m. of the first business day following the holiday or Sunday. If the owner refuses or neglects to clear the sidewalk as provided above, after five days’ notice by publication or personal service, the Street Commissioner may cause the snow to be removed and the costs thereof assessed to the abutting property.
