In accordance with the statutes of the State of Nebraska, including Neb. RS 17-140, no person shall erect or maintain any sign, signboard, poster or rigid canopy upon or over the streets, sidewalks and public grounds of the city without first having obtained a permit therefor from the Building Inspector.
