§ 93.101  ISSUANCE OF PERMIT.
   Before any permit for the keeping of any animals or fowls is issued, the Zoning Administrator shall investigate the application and determine whether or not the premises conform to all the requirements of this chapter and other ordinances of the city with respect to the sanitation and location of enclosures, pens and shelter. No permit shall be issued except upon the recommendation of the Zoning Administrator. Upon recommendation of the Zoning Administrator, the application shall be forwarded to the Planning Commission, who shall hold a public hearing on the merits of the application. At the conclusion of the public hearing, the Planning Commission shall forward a recommendation to the City Council regarding approval or denial of the application. The City Council upon receipt of the Planning Commission recommendation shall either approve issuance of a permit or deny the application for a permit.
