It shall be illegal to possess, keep, harbor, permit to remain, lodge or feed any animal or fowl within the city limits, including horses, mules, donkeys, cattle, hogs or pigs, sheep or goats except as provided in § 93.100; provided that the Beard of Health may issue a permit to keep rabbits, fowl or rodents for educational projects and laboratory uses; and provided further that owners, or their heirs and assigns, upon those premises under single ownership which upon the effective date of this chapter currently have any animals or fowls maintained under a current permit, may continue to possess, keep, harbor and lodge and feed the same kinds and numbers of animals and fowls under the same restrictions until the activity is discontinued or abandoned for three consecutive months or unless another permit is not obtained or a permit is revoked or suspended as provided in this chapter.
