§ 91.05  PRECOLLECTION REQUIREMENTS.
   (A)   Preparation. Garbage and rubbish to be collected by the city’s contractor shall be placed and maintained in containers provided by the city’s contractor.
      (1)   Garbage. All garbage before being placed in garbage cans for collection shall have drained from it all free liquids and may be wrapped in paper.
      (2)   Rubbish. All rubbish shall be drained of liquid before being deposited for collection. Cans and bottles shall be rinsed and drained before being deposited for collection.
   (B)   Sanitary and safe condition of containers. Residential containers shall be provided by the city’s contractor and shall be maintained in good sanitary condition by the owner, tenant, lessee or occupant of the premises. Any container that may have ragged or sharp edges or any other defect liable to hamper or injure the person using the container or collecting the contents thereof shall be promptly replaced by the city’s contractor. The Board of Health shall have the authority to prohibit collection services for failure to comply herewith.
   (C)   Storing of refuse.
      (1)   No person shall place any refuse in any street, alley or other public place, or upon any private property, whether owned by the person or not, within the city, unless it is in proper containers for collection or by express approval granted by the Board of Health. Nor shall any person throw or deposit any refuse in any stream or other body of water. Any unauthorized accumulation of refuse on any premises is hereby declared a nuisance and is prohibited.
      (2)   No person shall cast, place, sweep or deposit anywhere within the city any refuse in a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, parkway or other public place, or into any occupied premises within the city.
   (D)   Points of collection. Refuse containers shall be placed for collection at ground level on the property, behind the curb and accessible to the street from which collection is made; provided, containers may be placed for collection at other than ground level when approved by the Board of Health.
