§ 91.04  BOARD OF HEALTH SUPERVISION.
   All refuse accumulated in the city shall be collected, conveyed and disposed of under the supervision of the Board of Health. The Board of Health shall have the authority to make regulations concerning collection, conveyance and disposal as it shall find necessary, and to change and modify the same from time to time as required.
