Members of the Police Department are hereby authorized to remove or have removed any vehicle from a roadway to another place or location on a roadway or to a lot, garage or other similar facility designated by the Police Department when the vehicle is parked on any roadway in violation of any parking prohibition or provision of law contained in this section and is interfering or is about to interfere with snow removal operations, the cost of the vehicle removal and storage, if any, to be paid by the owner of record of the vehicle.
