No motor vehicles which is not in running condition or which is not fully equipped or licensed for lawful operation on the streets of the city for immediate operation shall be parked or left standing in any highway, street, right-of-way or alley of the city. In case of emergency, a motor vehicle not in that condition, not so equipped or lawfully licensed may be parked for a time not to exceed 24 hours as may be required for its removal.
