§ 72.03  OBSTRUCTING TRAFFIC OR DELIVERY OF MAIL.
   No person shall, except in the case of an accident or emergency, stop any vehicle in any location where the stopping will obstruct any street, intersection or entrance to an alley or public or private drive, or stop or park any vehicle in any location which will prohibit or prevent the delivery of mail by the United States Post Office.
