§ 72.02  REMOVAL OF ILLEGALLY PARKED VEHICLES.
   Whenever a police officer shall find a vehicle standing upon a street, alley or right-of-way in violation of any of the provisions of this title, the officer may remove or have the vehicle removed, or require the driver or other person in charge of the vehicle to move the vehicle. The owner or other person lawfully entitled to the possession of the vehicle may be charged with the reasonable cost for the removal and storage, payable before the vehicle is released. Any towing or storage fee shall become a security interest in the vehicle prior to all other claims. This fee shall be in addition to any other fees or penalties owed.
