§ 71.03  TIRE SQUEALING.
   No person shall operate any motor vehicle in a way as to willfully cause the tires thereof to screech or squeal, except when the screeching or squealing is by necessity caused by an emergency, or in an attempt by the operator to avoid a collision or the causing of damage or injury.
