Violators of city parking regulations may be given notice in the form of an official police tag attached to the motor vehicle or trailer of the violator, which notice shall require the violator to appear forthwith at the County Court to pay a fine of $20. If a violator shall fail to appear in response to the notice within a period of ten days and pay the penalty in full, a complaint may be filed and the violator may be required to appear in Court and may be subject to the penalties outlined in § 70.99.
