It shall be and is hereby declared unlawful for the owner or owners, lessee or lessees, occupant or occupants of any real property within the city situated upon any street or alley along which, opposite the real property, is or shall be any water main, sewer main or lateral, to keep, use, maintain or have any privy vault, cesspool, hole or other means or contrivance for the disposal of sewage or other refuse, otherwise than by disposal thereof into the sewer main or lateral.
